Organizational Structure
General Committee
The purpose of the General Committee is to plan and coordinate the residential and non-residential programs and services that make up Pasadena’s homeless continuum of care system. Residential services include homeless prevention, shelter, transitional housing, permanent supportive housing, and affordable housing. Non-residential services include employment, domestic violence prevention, health care, housing placement, mental health, substance abuse treatment, and other case management activities.
Continuum of Care Housing Committee
The purpose of the committee is 1) to work with public and private agencies to plan and coordinate a single, city-wide continuum of care system that will assist homeless individuals and families with receiving a wide-range of residential units and services in order to obtain and maintain housing; and 2) assist public and private agencies with removing impediments to fair housing choice through research and advocacy.
Continuum of Care Supportive Services Committee
The purpose of the committee is to work with public and private agencies to plan and coordinate a single, city-wide continuum of care system that will assist homeless individuals and families with receiving a broad-range of non-residential services (e.g., case management, street outreach, discharge planning and mainstream resources) in order to obtain and maintain housing.
• The Discharge Planning Policy Working Group assists the Continuum of Care Supportive Services Committee with working with developing policies and implementing a community support system that prevents individuals and families from being discharged from institutions of care and into homelessness.
• The Mainstream Resources Working Group assists the Continuum of Care Supportive Services Committee with working with working with mainstream resource providers and social service agencies to improve integration and coordination of mainstream programs in order to assist homeless individuals and families with obtaining and maintaining specialized public benefits.
Continuum of Care Homeless Research Committee
The purpose of the committee is to gather data and provide analysis of community-based research projects including homeless counts, homeless surveys, and the Homeless Management Information System in order to help the General Committee fully understand the complexities and issues that surround homelessness and implement its continuum of care system.
Grants Review Committee
The Committee coordinates year-round efforts to complete activities related to project review and selection process of Exhibit 1 application. Such efforts include a) rating and performance measures, including APR performance; b) open solicitation methods; and c) voting and decision-making methods. The committee also reviews and responds to written complaints received by the CoC.
Bad Weather Shelter Committee
The purpose of the committee is to help support the continuous operation of the winter shelter program with an adequate supply of social services for residents including case management services.
City of Pasadena 10-Year Strategy to End Homelessness
Implementation Committee
The purpose of the committee is to assist the General Committee with the implementation of the “City of Pasadena 10-Year Strategy to End Homelessness.”
